This is with reference to the video conference chaired by the Cabinet Secretary
today i.e. on 30th April with the Chief Secretaries and Secretary Fiealth of the states. It is
impoftant to ensure that we identify pockets of critical interuentions for a focused
management of Covid 19 at the field level.
The districts were earlier designated as hotspots / red-zones, orange zones and
green zones primarily based on the cumulative cases reported and the doubling rate.
Since recovery rates have gone up, the districts are now being designated across various
zones duly broad-basing the criteria. This classification is multi-factorial and takes into
consideration incidence of cases, doubling rate, extent of testing and surveillance
feedback to classify the districts. A district will be considered under Gleen Zone, if there
are no confirmed cases so far or there is no reported case since last 21 days in the
district.
Some states have raised issues on inclusion of certain districts in red-zone, I
would like to highlight that this is a dynamic list. The list will be revised on a weekry
basis or earlier and communicated to states for further follow-up action in consonance
with the directions issued by Ministry of Home Affairs under the Disaster Management
Act, 2005. The list of the districts as per above classification is attached herewith in
Annexure.
It is further highlighted that based on field feedback and additional analysis at
state level, states may designate additional red or orange zones as appropriate.
However, states may not relax the zonal classiflcation of distriits classifled as idO/drange
as communicated by the Ministry.
For the districts having one or more municipal corporations, the corporations and
other areas of districts may be treated as separate units. If one or more of these units
have reported no cases for last 21 days, they can be considered as one level lower in
zonal classiflcation, in case the district is in Red/Orange Zone. District authorities should,
however, exercise due caution in such areas so that these areas remain free from
COVID19 cases.
It is critical to ensure that necessary action for containment so as to break the
chain of transmission of virus is initiated in both red and orange zone districts reporting
confirmed cases.

केंद्र सरकार ने रिस्क के लिहाज से जिलों का किया वर्गीकरण। देश के 130 जिलों में 3 मई के बाद भी सख्ती रहेगी, स्वास्थ्य मंत्रालय ने इन्हें रेड जोन घोषित किया है।

केंद्रीय स्वास्थ्य सचिव प्रीति सूदन ने सभी राज्यों के मुख्य सचिवों को पत्र लिखकर कोरोना के रेड, ऑरेंज और ग्रीन जोन के बारे में जानकारी दी है। देश के 130 जिलों में 3 मई के बाद भी सख्ती रहेगी, स्वास्थ्य मंत्रालय ने इन्हें रेड जोन घोषित किया है।
उन्होंने कहा है कि रिकवरी रेट बढ़ा है। इसी हिसाब से अब अलग-अलग इलाकों में जिलों को जोन वाइज बांटा जा रहा है। राज्यों में जिलावार रेड, ऑरेंज और ग्रीन जोन के आधार पर ही लॉकडाउन में छूट दी जानी है।
जयपुर समेत राजस्थान के 8 जिले रेड जोन में शामिल
जयपुर, जोधपुर, कोटा, अजमेर, भरतपुर, नागौर, बांसवाड़ा और झालावाड़
स्वास्थ्य मंत्रालय ने जयपुर, जोधपुर, कोटा, अजमेर, भरतपुर, नागौर, बांसवाड़ा और झालावाड़ को रेड जोन घोषित किया है। इन जिलों में 3 मई के बाद भी सख्ती रहेगी। ये ऐसे इलाके है, जो हाॅटस्पाॅट बने हुए हैं।
आगे क्या : चूंकि यहां अब भी खतरा बना हुआ है, ऐसे में लॉकडाउन और कर्फ्यू पहले की तरह लागू रहेगा। हाई रिस्क जोन में रहने वाले लोगों को दफ्तर सहित सभी गतिविधियाें पर पूरी तरह रोक रहेगी। इसके अलावा जो कर्मचारी हार्ट, कैंसर या किड़नी जैसी गंभीर बीमारी से पीड़ित हैं, उन्हें दफ्तर नहीं बुलाया जाएगा। उनके लिए सरकार एडवाइजारी जारी करेगी।
राजस्थान के 19 जिले ऑरेंज जोन में शामिल
टोंक, जैसलमेर, दौसा, झुंझुनू, हनुमानगढ़, भीलवाड़ा, सवाईमाधोपुर, चित्तौड़गढ़, डूंगरपुर, उदयपुर, धौलपुर, सीकर, अलवर, बीकानेर, चुरू, पाली, बाड़मेर, करौली और राजसमंद
स्वास्थ्य मंत्रालय ने टोंक, जैसलमेर, दौसा, झुंझुनू, हनुमानगढ़, भीलवाड़ा, सवाईमाधोपुर, चित्तौड़गढ़, डूंगरपुर, उदयपुर, धौलपुर, सीकर, अलवर, बीकानेर, चुरू, पाली, बाड़मेर, करौली और राजसमंद को ऑरेंज जोन घोषित किया है। इन जिलों में हालात बहुत खराब नहीं हैं, इसलिए फेजवाइज छूट देने पर विचार किया जा सकता है।
